Javits-Frasier Educational Leadership Program

The Javits-Frasier Educational Leadership Program provides mentorship, leadership development, and exclusive resources for educators committed to supporting gifted students from culturally and linguistically diverse backgrounds. Scholarships remain available for eligible applicants based on demonstrated financial need, offering support for registration, accommodations, and participation in key program activities at the NAGC Annual Convention. These scholarships help ensure access for educators serving low-income and traditionally excluded student populations and are supported in part by the Naglieri-Kryza Fund.

Applicant Criteria & Eligibility

Applicants must:

  • Be a teacher, school counselor, or school psychologist from a Title I school, Bureau of Indian Education school, or one with equivalent demographics. (Educators from culturally and ethnically diverse backgrounds are especially encouraged to apply.)
  • Be new (1-2 years of experience) to teaching and/or new to gifted/talented education.
  • Have not previously attended an NAGC Annual Convention.
  • Have not previously received this award.

Strong candidates demonstrate:

  • A commitment to advocating for diverse gifted students
  • Leadership potential in their school and community
  • Ability to implement strategies supporting diverse gifted learners

Selection Criteria

  • Teachers, school psychologists, or school counselors who work in a Title I school, Bureau of Indian Education school, or one with equivalent demographics.
  • Solid evidence of desire and commitment to advocate for and develop the gifts and talents of culturally and linguistically diverse students.
  • Clear indication of potential to serve as an educational leader for culturally and linguistically diverse students in the school and community setting.
  • Strong capacity to become educationally productive in ways that meet the learning needs of gifted students from culturally and linguistically diverse backgrounds.
