3. A student assessment profile of individual strengths and needs must be developed to plan appropriate intervention.
Information obtained through appropriate screening and identification processes can inform educational decision making and enable a closer alignment of educational needs to services. The process of screening for and identifying giftedness is not effective and efficient unless the selection of services is related to an assessment of student strengths and weaknesses. Data collected through the assessment process must guide subsequent planning of curriculum and instruction for individual students as well as groups of students.
The assessment paradigm for the identification of giftedness must reflect a comprehensive view or profile of each child rather than the more limited view presented by a single score on any measure. Therefore, a profile portrays the strengths and weaknesses of a child in a manner that provides data for sound instructional planning.

An assessment profile must be developed for each child to evaluate eligibility for gifted education programming services.
- Student placement is based on needs demonstrated by a profile of strengths and weaknesses, not on the number of program “slots” available.
- Districts do not use a matrix process in which scores from assessment strategies and instruments that measure different constructs are added together.

Individual assessment plans should be developed for all gifted learners who need gifted education.
- A variety of assessment procedures and instruments, based on individual differences and needs, are readily available.
